In Episode 12/16 "Sonny Boy" of Fear the Walking Dead Season 7, thinking that Victor Strand can be persuaded to change his way of ruling the Tower, old man John tries to undermine Howard to gain Victor's favor.

There is an insidious anti-Victor movement in the Tower and they communicate by walkies; Victor decides to purge the dissidents: anyone found to have wallie in their belongings is thrown down the tower.
Victor sees Morgan's daughter as a shield to protect himself, making Morgan unable to attack the Tower. June tries to "kidnap" the baby to take her out and deliver to Morgan.
Despite Howard's endless devotions to the Tower, Victor does not hesitate to order Howard's execution when a walkie is discovered in Howard's room, even if it was a hoax. Then, Victor offers another condition that if Howard found Morgan's daughter, his life would be spared. However, the one who finds the girl is John.
As a history enthusiast, before the pandemic, Howard made his wife and children leave because he was absorbed in the pursuit of work. Howard's goal when devoted to helping Victor develop the Tower is to wait until one day his wife and children find him here - his legacy. However, it was a fact that his wife and children had long since died – something Victor knew but did not tell Howard to keep him work endlessly.
Once becoming Victor's number two, John bitterly realizes there is nothing he could do to change Victor's mind; he decides to be the one to bring Morgan's daughter, accepting death when crossing the wall of the undead.
He could have taken the death on June; the fact that he was radioactive and does not have much time left.
The episode has the contrition that John had the chance to kill Victor, but he simply didn't do it!
