In the "The Lucky Ones" episode of The Walking Dead season 11 series, Lance convinces Governor Pamela to contact the Oceanside, Alexandria/Hilltop communities to convince them to ally/partner with the Commonwealth , but the result is not satisfactory.

Oceanside leader replies that they would only consider Pamela's offer if Maggie agreed to join. However, Maggie turns down Pamela's offer on the grounds that "everything costs something". Maybe when she saw how Daryl was having to submit to Mercer, Maggie makes such a decision.
Maggie's decision causes some Alexandria/Hilltop people to leave because they don't want to continue living like this.
The failure to convince the two new communities causes Pamela to be outspokenly skeptical with Lance. She tells Lance straight out that Lance's goal in finding ways to recruit new communities was to serve Lance's own ambition: to become the one who runs these communities later. However, she warns that the Commonwealth is still first, if Lance does not focus on his current job, there will be consequences.
After all that happened, Lance is very bitter and reckless also.
Max - the female assistant to the Governor and Mercer's sister, comes to see Eugene and tells him the truth that she is actually "Stephanie". Fake Stephanie - Lance's agent who impersonated Max and intimidated her voice, continued the later radio conversation to lure him to the Commonwealth.
